The State Department publishes daily notices for employees in a digital, daily digest format. The existing system for delivering and storing these notices was nearly a decade old, and had little functionality beyond what printed paper would give us. I conceived of a complete redesign of the system that would do the following:
- let employees experiment with using a CMS for the creation of content (not just the delivery)
- give authors better insight into how many people had read their notice
- reduce noise (information overload) for employees by targeting audience based on employee demographic data
I began with paper prototypes in order to gain support for the project. Then, I worked with a team of developers to create a digital prototype. This helped us gain more support. Another development team took over the project and after several months in beta, we have fully launched v1.
